In the door jam, there is a sticker.

And in the lower left of the sticker you will see a spot that says paint.

There will be 2 letters. that is your paint code

I would guess as Dark Tourmaline (NA)

Check the Exterior Paint Color code on the b-pillar sticker. It's typically a two letter code.

Example below: Ext. Pnt YC is Ford color Black

1995 Ford F150 Touch Up Paint - Colors for 1995 Ford F150

I only know what I've read about body work (have not done anything more than sanding on a vehicle's sheetmetal), so don't assume I'm entirely correct:

You have to remove all the rust. From what I've read, you have to go about 2" past rust to really help prevent it from returning (still no guarantees). Ideally you would at least grind it off and cut into the sound metal 2" or more, then weld in new sheet metal, grind smooth, apply body filler and sculpt it to make it seamless. Then, prime and paint.

I'm sure some of these other guys will have advice with more experience.

1st step it to remove ALL the seam sealer from that rain gutter.

Then see what you are dealing with. If it is just surface rust that can be sanded off, do so.
If it is more than that, you will want to sandblast it.

Then epoxy prime, re-seamseal and paint

Be careful with a wire wheel. I likes to polish metal and spread contaminants around.
