'79 C-4 trans w/LOW lockout clip on valve spool??

I hope the referees allow this- I have this also posted over in Clutch/Trans/Diff.. forum, so if you want to respond, please go there to do so....
Have this trans in '56 F100. Tag says it out of '79 Fairmount. Column shifter won't go into LOW position. Only 'DR' and it works/shifts/downshifts as it should- thru all 3 gears. Just couldn't move shifter all the way into LOW.
Trans tag hand stamped: XD9ZP-EEET-20 on one side. The other side is regular factory stamped: PEE ET1 M18B (first line), D9BP KA (second line).
It has flexplate & torq. conv. mods like those on '79 Mustang Indy Pace car prepared by Jack Roush.
Anyway, I pulled this trans valve body & this is what it looked like:

I searched internet & found only valve spool images that have only the 'C' clip on the leftside/end of the spool. This keeps it from falling out during disassembly. None had a second 'C' clip (right side), as my trans has. This is keeping it from the LOW only position.

What's going on here- Why would it be there? Would it be ok to just remove it so this can be a 'normal' trans re shifter positions?
