Instructions for setting Timing

As I don't yet have a shop manual (ordered and in the mail) I need to find instructions for checking / setting timing for an 89 Bronco II. I just purchased the Bronco II yesterday and the PO did mention that the timing was set at 13 BTC because it came from Colorado where it was driven at high altitude. I understand the correct timing is 10 BTC but I can't find the procedure to follow to make the adjustment.

Also, discovered the Bronco had problems on the highway going up a hill. I am going to change the fuel filters, anything else I should be checking?

If it is running well I wouldn't retard (back off) the initial timing settings any.

The timing was noted on the smog test and the PO was told it would need to be adjusted to spec the next time the car goes through smog testing. I did find a post that described how to adjust timing, I pulled the SPOUT connector and tried adjusting the timing but the distributor has a plug on the side that hits a hard metal line that goes over the intake plenum and connects / feeds other vacuum lines? That seems like either I am missing something on the timing procedure or?

Also, could low fuel pressure / clogged fuel filter contribute to the timing being off?

Ah, smog testing. Lovely.

No. Fuel issues don't affect timing. Not the base or initial timing anyway. You will want to get everything tuned up well in order to pass. The problem you mention, whatever the cause is, it will probably fail smog test because of that, no matter what the timing is set at. Focus on getting that straightened out.
