Hi David,
The carb does have a governor on it...does that change anything you previously said other than the gasket issue? Also, when you say reset the idle screw to a known point, how do I find this known point?

The last time my Ford tractor had a problem exactly like yours it was a defective condenser in the distributor.

The service manual will give you a base line setting. I would start at 1 and 3/4 turn out from lightly seated.

As to the governor, you need to get the right kit, try NAPA

+1 a defective condenser can mimic a fuel issue.
