Your talking the TCB?
It will very the power to the trailer and not even
give that much at a stop. So the old style static
testing won't work. I don't have the TSB number here
but there is one on how to do a test.
You will find some good info on it here along with a why it works the way it does.

The early version of the brake controller didn't put out a signal to speak of if the vehicle was stopped or at a slow speed. It only started to activate the trailer brakes over around 5 mph or so (from memory). Mine is exactly the same. Makes it hard to troubleshoot, for sure.
