OP really needs to pull off the coil, voltage regulator, and wiper motor, to determine if there are any voltage markings on them.
There's no ballast resistor, no gauge voltage reducer, just the one 12v light bulb and a 12v battery thrown in to get it sold. I think this is a 6v truck with 2 incorrect parts.
If a 12v truck is desired in the end, then a step-by-step conversion should be done AFTER replacing the bad wiring.
