Replacing Tie Rod end / questions

Replacing Tie Rod end / questions
X failed NC safety inspection today, citing a loose left outer tie rod end. 2005 X 6.0 4wd 140K miles. Questions:
1. Replace both outer tie rod ends? Would seem logical as I don't think they've ever been replaced. Plus, one alignment.
2. Moog or XRF? I've read on here that XRF is (generally) preferred. "Moog not what it use to be," as someone said.
3. Tools? Tie rod end separator, pitman puller, Big hammer. Other specialty tools?
4. Replace inner/steering tie rod/drag link at same time?
