Nice work; that shows the fusible link and alternator are fine. There's one last thing to check, unless you did this and I missed it:
If you're getting power to the 'I' terminal, then the only explanation that's left is a bad (or improperly grounded) regulator.

i checked ground on regulator it grounds just fine
plan for the day is run a ground from where battery connects to radiator support to regulator bolt and replace regulator

Perhaps that was a typo.
Usually when there is a ground issue, it's not so much the regulator-to-fender contact as it is firewall to block. That's another reason I ask about body swaps; sometimes the ground straps get left off.
Sounds like a plan. I'm also assuming you've got a good thick negative battery cable going to the block, and some sort of ground strap between the block and the firewall?

grounds were
fat black neg post to block
14 gauge black bat neg to rad support
2 twisted 8 ga block to firewall
1 0ga block to frame
now i have rad support to pass fender (mostly because i was told to when i was given the new voltage regulator
so replaced regulator and added the ground wire started charging before it finished its morning studder
a little low at idle ( dont remember the reading atm ) but climbed instantly with just a hair of pedal
