I just got a 1988 e350 motorhome with a 460. Wont start. I cannot hear the electric fuel pump activate when the key is turned on.

I have replaced the fuel pump relay, no change.

Did start momentarily on starting fluid so I know I have spark, just need fuel delivery now.

Any suggestions what to do next? Does this have 2 fuel pumps? one in the tank and one on the frame rail?

Any suggestions on testing would be greatly appreciated
