For some reason I decided it would be an ingenous idea to blow compressed air in the little weep hole on my CDR after cleaning it. It made one hell of a loud pop, so I suppose it was good still and now it's not. Is it safe to drive the truck w/ a puked CDR diaphragm?

I'm going to say yes. Just check your oil every 100 miles or so.
With the CDR bad, you may pull more oil in, especially at high revs.
Considering the number of bad CDRs around here, I think you only need to worry about running low on oil.
I gave the local dealerships a chance to be competitive. They were way out of line and I told them where they needed to be. They wouldn't lower their price so I bought it from fdmotorparts.com for $63 to my door.
I noticed the truck surges a bit during a cold (ambient temp) start after I reinstalled the blown CDR. This morning it was colder and it surged worse than the 88*F start after work. Coincidence?
That's usually due to air in the fuel lines; just a little leakage, so the IP still is able to get mostly enough fuel to run and the engine doesn't die.
There's no excessive cranking like air in the return lines. I did tighten the lines on my passenger bank injectors when poking around. Probably suspect.

What's interesting is, if you have an engine that will fire quickly(good GPs, etc), even if you have horrible leakdown issues it will roar to life quickly... then die a couple seconds later, running out of fuel. If you keep it floored when you start it, it will often pump enough fuel through the system that it won't die before recovering.
In your case, that's what I suspect the burbling is -- you pump air into the cyl for a second or two, the governor compensates, you get past it and smooth out.
