bare wire in wiring harness

After tracking the wire back to the fuse panel ,stripping tape ,it is a ground wire that hooks to the body ,no melted wire, this wire is running with the distributor wires , my guess is it is a ground for the distributor, but I see no signs where it hooks up,3 wires running together. yellow w/green strip, black w/brown strip, solid blue, black and blue runs to the distributor plug , while yellow w/green runs to a block with a slid in connector or something, but no signs where this ground hooks to ,these wires were wrapped in paper like aluminum tape,also found a red wire with what looks to be a fuse block with black wire on the other side of block ,,only two wire I like before test to get running,,any ideals,,,,,but this is not a melted wire and it is a ground wire ,,,red wire with fuse I would almost guess it might be some kind of water temp gauge or something wire but I am not sure

The wires are shielded in foil wrapping on purpose to avoid electromagnetic interference as well as from static electricity, these are the wires between the ignition module and the computer that runs your engine.
