2000 e450 (cube van) PSD uncommon no start

2000 e450 (cube van) PSD uncommon no start
Hoping to find some info and advice on what to do with this cube can I bought !
For start I'll list the basic info and then any other questions please let me know and I'll try to answer them!
2000 e450 7.3L automatic
350,000kms(Canadian)
Van was parked when previous owner bought a sprinter for his business, sat for 3 years.
He jump started it and it ran till it died, not sure how long as he said he went back into his shop to work came back and it was dead,
Wouldn't start after that, cranks but no fire.
Replaced crank sensor, for a try no luck,
Have a crank signal thanks to a scan tool,
Under cab fuel pump runs, fills filter bowl, over 1/2 tank of diesel( 70 litres fresh)
Cranks with good batteries, cleaned grounds to both batteries, stuck a used idm in and still no start (was told it's good) ,
Glow plug resistances check out through the harness, all within spec,
Will run on brake Kleen,
Sprayed generously into intake,
So it's not mechanical, checked hpop it appears primed,
Dissconnecting icp and or ipr sensors doesn't change any conditions of no start .
Wait to start light comes on cycles
No engine fault codes
Cranks signal through scan tool reading rpm, even when revved on brake Kleen.
Any Info or help would be great,
I have a ton of mechanical experience, and have worked on plenty of vw diesel's but am not familiar with ford

Welcome to FTE, especially the Van Forum!
We also have a forum or two dedicated to your engine. Even though its in a van body/chassis the engine issues would probably gather more attention there.
