Tire Pressure Sensors

This past winter, I purchased a set of used OEM 18" wheels for my 07 Screw Lariat 4x4 to use as winter wheels. I also bought new Ford OEM TPMS sensors for these wheels, as they didn't come with sensors. When I got a local tire shop to mount winter tires on these wheels and install on the truck, I got a "TPMS FAULT" on my dash display. It stayed on for about 3 weeks, so I went to the Ford dealer and they went around to each wheel and reset each sensor. That fixed the problem all winter. All was good till 2 weeks ago when I put my summer tires and stock/factory wheels back on. Now I'm getting the same "TPMS FAULT". Do I need to buy that $40 tool so I can reset them myself every spring and every fall? Should I expect this "communication problem" every time I swap my summer/winter wheels?

Yes this will keep happening, the truck needs to be reprogrammed to those sensors. The other option is to use the same wheels and change the tires each season, but I would think that the tool is cheaper and easier than remounting tires twice a year

Update

I spent time on the forum here and learned how to enter "Relearn" mode (ignition on/off 3 times, brake pedal, etc), and I get the 2 horn honks and a message to relearn the LF wheel. I have a strong "welders" magnet I'm using, but to no avail. I can never get the 1st wheel to sync. Do I need to buy the tool from Ford? Stronger/different magnet??? What do you guys figure?
