1994 Turbo IDI wont' shut off.
Truck started and then quit, thought it was due to low fuel tank. Switched tanks and truck finally started. Went to an appointment and truck would not shutoff. Drove home and noticed voltage gauge and rpm gauge were reading "0", truck was sluggish and did not appear to be shifting. Got home fiddled with ignition lock and got all the above to work but truck still not want to shutoff. When the ignition lock is off all power to the instrument cluster is off. Finally shut it down by pinching the fuel return line. Not sure where to start, fuses, ignition switch, fuel shutoff solenoid, etc... The truck was running excellent until yesterday.

Strangely enough I did try and disconnect the connectors on the top of the FSV and it did not shut down. If it was stuck open I am hoping it is an isolated case. I was thinking about replacing the ignition tumbler but I think it may be fine since it appears that I have all the positions for the switch. That being said I may replace the tumbler and the ignition switch. I was also going to check the rod that connects the tumbler to the switch I have heard that these can fail. If it is a sticky FSV is there a treatment that I can add to loosen this up?

It has all of the earmarks of an FSV if you pulled the wires and it did not shut down... I have never heard of this before either.. If it has been running fine up until this point, I am not sure whether an additive will take care of the problem. My first instinct would be to disassemble and see what appears to be abnormal... Make sure that you put it back together correctly or it can run away when started...

Thanks for the reply's. Please for give my ignorance, It is my first diesel and I have only had it for just over a month. I started the truck again this morning, no problem with it being plugged in, I suspect it may need glow plugs but that is another issue. The truck started ran fine but would not shutoff again. I disconnected the 2 leads and it kept on running and had to again pinch the return line to make it quit. I am going to try and attach a picture of what I think is the FSV just so I know we are on the same page.

Take the cover off the injector pump. 4 machine screws. the FSV -fuel shutoff vavle- is the big black round thing in the bottom of it like in the picture F250 posted. I would just replace it. Mustve got hot or something and the points welded together, like what happens in a starter solenoid.
