How is the dash panel below the steering wheel supposed to attach?

How is the dash panel below the steering wheel supposed to attach?

Hello, first post on the forum. I have a 2007 F150. The previous owner rigged the dash panel up to the dash using two cabinet hinges and sheet metal screws. I would like to replace the panel and install it correctly. The problem is I see no way the upper half of the panel is supposed to attach. The bottom has two tabs with mounting holes, but the top has nothing on mine. Hoping someone here could help me solve this mystery. Thanks

If I remember right there is just tabs that slide into the dash from the panel and 2 screws on the bottom....
