What is this?

Ok, so it may be hard to see, but what are the pipes that screw into the exhaust manifold? They seem to come up and go back into the intake at the EGR??? I could be wrong. Anyway, I've seen them on a couple 351w engines and I've also seen ones without. Is it just an emissions thing?

Air injection pipes they inject fresh air into the exhaust. Some emissions reason I guess.
