Cool Won't Boost past 11 PSI No Power

Hey guys,
Now that I finally got the truck running again (twice) I have decided to start dealing with the original issue: THe truck is gutless and will not boost past 12 PSI. It runs OK-ish at about quater throttle but when floored it just won't boost or accelerate for crap.
Info on the truck:
2003 6.0
Garrett Powermax
EGR Delete w/ SCT egr delete programming
Stock Tune
Straight Pipe
Stock Intake
Replaced EBP sensor and MAP sensor.
Replaced Intercooler with used good one
replaced CAC boots
truck held 20 psi of air with replaced intercooler
tried different used stock turbo
NO CODES
This truck is driving me crazy...

Got a odb2 gauge that reads live data? Scangauge2 or other devices are required...
Got to know ficm volts are good, the vgt % reading changing as expected? Icp pressure/volts% all these readings available give you the data we need.

I would check ipr while accelerating and when it is running like crap. Also everything above.

Strong exhaust smell in the cab is tough to miss, maybe if you smoke cigarettes or a cigar or pipe, you could miss it..

There have been plenty with leaking y-pipes with no exhaust smell.

Double check the MAP hose and CAC boots for splits, your loosing pressure some where. Do you hear the turbo spool up ?

Hey all,
Sorry I haven't responded in a very timely manner, I didn't get any notifications so I thought this went unnoticed.
There is no exhaust smell what-so-ever.
ICP at WOT= 3500 psi give or take
IPR at WOT=.71
VGT=.40 sometimes a little less
I can hear the turbo spool up
Boost gauge reads -1.30 at idle and gets to about 10 at WOT
Data from a SCT livewire TS.
Also, as a side note the truck has a little puff of black smoke when first flooring it but no smoke afterwards. (It's a stock tune)

There was no option to view EBP..but I feel like I was told awhile ago the 03's don't read it or use it or something? Sensor is new...
Also, forgot FICM readings last time. Ignition V 12.5 volts FICM output 48.5. Also tested with a meter awhile back and got a soild 48.5 volts.

are you tuned ? seems like bar and map are high, VGT is good, your right 03 wont read EBP but it still has the sensor?

Yeah, still has the sensor. The truck has a tuner but I haven't put any programming on it, just used the EGR delete. I live at about 3300 ft above sea level could that make the readings higher?

yes for Bar not for map , on a cold soak your map bar and ebp should be within 5 psi here's the values
MAP koeo=14 ( 96) lo=14 ( 96 ) hi=15 (103 )
BAR koeo=14 (96.5) lo=14 (96.5) hi=14 ( 96.5)
EBP=koeo= 15 (103) lo=16 (110 ) hi=16 (110 )
if you see VGT at 80 anytime wot or high Idle then turbo is suspected values
VGT=koeo-0 lo=73 hi=43

I'm not sure how to enter PIDs, or if its even possible using the livewire. I may be able to borrow a snap on computer at some point. What could cause the high readings? I have already replaced the MAP.
Also, I'm not sure how relative this is, but I unplugged the sensor if the intake i believe its the MAF sensor? The only code this gave me was an intake temperature code..don't know if this helps at all..
