Let me try another approach
I recently posted about the data port on my '97 F-250. All I need someone to do is go out to their truck and measure the volts on pins #2 & #10 in reference to pin #5. Just to make things simpler the pins in the DLC are numbered top left to right 1-8 then 9-16 top being the wider part of the connector.

With my meter on AC I get 0.0 with the black probe on #5 and the red probe on #2. I get 38.2 mV with the black on 35 and the red on #10.
With meter on DC I get 45.7 mV with #2 and #5 and then 5.07 V with #5 and #10.
I can follow up and recheck if you can provide additional guidance.

Whether the wire from the DLC pin #2 is disconnected someplace or has the PCM gone dead. Auto Enginuity Scan Tool won't comunicate. Their tech support said to check these pins. I am getting nothing on #2. Have done some checking and it's down to unplugging the PCM and before I do that I want more than one source of information.

I had a short somewhere on my '97 and kept blowing the cigarette lighter fuse, which for some reason is also the power for the OBDII port.... I ended up cutting the wire on the back of the port and adding in enough to reach the fuse box. just plugged it in when I had to use the OBDII port.
