'96 E350 No voltage to starter relay

'96 E350 No voltage to starter relay

I have a '96 E350 w/ 460 V8. When I turn the key, nothing happens. I have a new battery, new solenoid, new ignition switch and have checked all fuses under the dash and under the hood in the power distribution box. I checked the starter relay and it works great on the bench. In the van, I checked the voltage on the terminal on the starter relay for the start switch. I'm getting nothing. When I use a jumper wire from the battery to that terminal, the engine starts, but dies when I disconnect the wire. I checked the fusible links I could find going to the starter relay, checks good. Also, none of the accessory electrical items work, windshield wipers, radio, etc. Headlights work good. I appreciate any help.
