No, no other fuse or fusible link.
Is the chime module still connected? When you're testing the fuse #8 socket, is the driver's door open? Just for grins, turn the key to RUN while the driver's door is open and see if the odometer displays a number.
Another test - disconnect the PSOM and check for voltage at pin 1 on the terminal - light green / yellow wire. That's the power from fuse #8.

You don't need a diesel cluster for the test. Any OBS with a working PSOM will do. I would have to scan the EVTM pages for the diagram(s); won't have time 'til tomorrow evening. Someone might have a digital version.
Odometer is stored in the PSOM. PSOM is actually the "brains of the operation" wrt. speed/distance. Another brilliant Ford idea. VSS feeds the PSOM directly. IT then sends a signal to the PCM, which uses it to control tranny shift points, etc. So it's one more failure point, as situations like this make painfully evident.

I had (have) the same problem, not sure about the same solution. I haven't fixed it yet because its to cold and I'm being lazy. but the odometer will not display, dome lite and even the alarm is wacked out. all fuse's are good. the way I found my temporary fix was I reached down and wiggled the fusses while driving and it turned on. so this tells me I have a bad connection in the back of the fuse box I suppose. like I said I have not torn it apart yet but I only have to touch it once every couple of weeks, might give it a try. hope this helps.

This just happened to someone else recently. Don't remember which forum, or which fuse, but one of the terminals in the socket was not seated all the way, and when he put the fuse in, it just pushed the terminal back instead of connecting to the terminal. Same thing; it would contact intermittently if he pressed on the fuse. He could see, when he removed the fuse, that one of the terminals had backed out of the socket. So look for that. You'll prob. have to unbolt the fuse box (disconnect BOTH batteries first!) and reach behind and push that terminal back into place with small tool.
