1950 F2 park/head light switch question

1950 F2 park/head light switch question
Question on how the switch is supposed to work.
I pull out one click ; front park light comes one, pull out for head lights; park light goes out ,head lights on.
Is that right?? Not sure what goes on for rear park lights; no wires to them.
Is the switch bad or is that the way it is??
