still bad braking ???

So i have fixed the ABS code and got some bad@$$ pads. and that really did help. But its still hard to stop my truck at slower speeds. Like on the highway i can slow down real quick. But when it comes to lower speeds like 10 mph it dosnt really like to do a full stop. Or like if i wanted to lock up my breaks theres no way even if i put my foot in it. And the ABS not being activated. Any ideas ? master cylinder or brake booster. I am pushing 35s and a 5.4 but still
