Early Trition 5.4 2v to 3V Swap Worth it?

Vans have never received the 3V motors---all the way through the EOL which is supposed to be 2014 at the very latest.
IMHO your best best would be installing a reman'd 5.4 built to your year and model. Ford has them with a nationwide warranty for about $2,700 exchange.
The problems associated with swapping in a different engine involves changing the PCM and most every wiring harness running from it to the engine. Different years have their own wiring harnesses that do not interchange just because its the same type motor.
Most likely the F-Series 3V motors have vastly different wiring too so you'd be facing that as a big issue too.

I'm not looking to custom tune my van or anything like that. I just wish it didn't sound like a diesel in the cold mornings, LOL.

The 4.6 and 5.4 did get the new "PI" aka power improved heads circa 1999-2000. I know the Romeo 4.6 was a bit later to the game. Based on Wiki, the 5.4 PI started in 1999, so you probably have the higher power version already. Power went up from ~230 to ~260 hp with the new heads.

As a public service here's a photo of the PI head identifying cast-in mark:
It's typically located on the right side of the head if looking at the exhaust ports. Since left and right sides are the same its either at the front or the rear of each head depending if its driver or passenger side.
