Turbo spools no boost

I recently deleted the EGR and replaced the oil cooler. Temp deltas are good now. Shortly after I was traveling into town, went to pass someone and then the turbo sounded like a jet engine and I had no boost. I had to unplug the VGT to make it back home. When I plug it in it immediately starts to spool but build no boost. I live in Guatemala, have no access to a dealer, have a scan guage 2 and am waiting for auto enginuity to arrive but wont be for a month. I removed the turbo, cleaned it and everything seemed to be okay. Veins weren't gunked or stuck. I have checked all connections, exhaust, intercooler and found no leaks. Any suggestions would be appreciated.

Here are some values I am getting from my scan guage 2

Another note. The turbo to exhaust port on the turbo was very rusted and not smooth. When I cover the valve breather tube the turbo builds boost and a little white smoke comes out from the turbo to exhaust connection. I am sure it is as tight of a seal as it is going to get.

Also, would there need to be an excessive leak to get a zero boost symptom or would a small leak do it? I have checked the plastic pipe on the cold side and it is good. The blue boots are good too. I shined a flashlight back to the y pipe and there is a little black soot on the firewall. Is this normal? I believe it was there before I did all the work to it too. I felt back there with motor running and didn't feel any leaks though. I also couldn't get the up pipe bolts to come loose so I left it in place. The kit I bought had a block off plate for where it connected to the egr. I checked that connection and it was good. I pulled the plate off and the part that fits in was covered in soot but the flanges were clean as when I installed.

Need reading for BARO. that with MAP and EBP should be within .5 psi of each other at KOEO. The y-pipe to turbo connection leaking is contributing to your problem. Try soaking it with some rust penetrant then use a wire brush to clean it. Make sure you do NOT overtighten that clamp. Soot on the firewall indicates a leak. Take a flashlight and look for smoke at night. Have someone blip the throttle while you watch for smoke. The flex joints in the y-pipe may be broken.

Is the MAP not changing because there is no boost?

New development: When I turn the key to the on position the dash lights start to flicker and make a clicking noise.

Prior to this I checked the vgt harness to ground and got .04v out of one side and 11 volts out of the other side. When I plugged it back in, cleared codes p0046 did not come back.

I also have code p0683 now.

Make sure the MAP hose got reinstalled, the MAP sensor is located on the passenger side just above the evaporator housing and is attached to the passenger side of the intake manifold via a rubber hose, the hose attaches to a brass nipple on the intake, make sure the hose and nipple are not plugged and that the hose is in good shape and not damaged. Also make sure that all the CAC boots are still on and in good shape and verify the sensors as npccpartsman advised.

If turbo spools but no boost id 3x check the boost gauge first cause i just dont see that happening unless the boost is leaking! The next thing id check is that the shaft of the turbo is not broken or something allowing the exhaust to spool and the intake side not to but to be honest i have no idea what would cause this

Map hose is clean, attached and in good shape.

I am in the process of removing the turbo, y pipe and up pipe to inspect for leaks. A question I have is if there is a leak would it cause a no boost or just a low boost situation? Also, what would cause the dash lights to all of a sudden flicker and then to stop only when I unplug the pcm?

I have checked the wire harness and there is no sign of damage to any of the wires. Is there an easy way to completely remove that harness? It seems there is one wire that goes under the engine and I am unsure of where the disconnect is for it?
