Underhood Squeal and Howl

I have had this noise for a week. I just changed the idler pulley and the belt tensioner but the sound is still there. The harmonic balancer seems jumpy; is this a common issue? Anyone please adivse. I can't stand the high pitched sound anymore.

Water pump bearing, etc.? "jumpy" harmonic balancer? What does that mean exactly?

It just doesn't seem to rotate smoothly. It's minor and maybe I'm just too picky because I am trying to find the source of the noise.
