This is for your '90 correct?
If you still have the stock bowl on the bottom of the fuel filter there's a round **** in the center. When new there was a plastic piece that clipped to it with a hose on it so when you opened the **** the fuel wouldn't dribble all over the engine, more than likely it's (clip and hose) gone by now so you can let the fuel spill out or, like I like to do, put a small dish under it to catch the fuel/water so there's less mess and you can inspect the fuel to see if any/how much water is in it.
If you have the replacement filter without the bowl there's a ****/valve in the middle of the bottom of the filter that does the same thing.
In either case, when you open it up you can also push the shreader valve on the filter head in so the fuel/water comes out quicker at the bottom.
