94 F150 will not start

I have a 94 F150 5.0 with dual tanks that cranks but will not start. It has a new fuel filter, plugs, cap and rotor. I'm getting spark to the plugs and fuel pressure at the rail, pressure reading on the gauge is 35lbs with the key on and engine off, pressure is the same on both tanks. I have tested the injectors with a noid tester and they are not pulsing, but there is power to the injectors. I have tried two other ecm's and icm's with the same results. The last thing done today was to clean all grounds and battery cables. I have checked all power points and grounds to the ecm and everything looks and tested good. Is there anything else that I should look for or test, what would keep the injectors from firing?

Problem solved.............just in case anyone wants to know, it was a bad tps sensor.

Nice find and thanks for reporting back.

How did you determine the TPS was bad? The PCM will shut off the injectors if it thinks the throttle is wide open (max output) when cranking.

During the many hours of reading posts here and on other sites, I ran across one that said if the TPS was bad it would not allow the injectors to fire. I just followed the test procedure from here Part 1 -How to Test the TPS (Ford 5.0L, 5.8L)., replaced the TPS and it fired right up.
