Axle Pivot Bushings

I ordered these Axle Pivot Bushings from my local big box auto parts store. I'm unsure how to use them. When I put the pieces into the bushing hole, the bushing seems to thick. I'm also not sure of the order and direction of the pieces. Anybody ever use these before? These things come with worse directions than an Ikea dresser on clearance.
