Alright let me start by saying this. I work for a antifreeze manufacturer in Atlanta. We are one of the states largest. We supply the US postal service and all the school districts. We have about 2000 customers in the Atlanta area and surrounding states. We distill all our own glycol. I can tell you from experience that the test strips are faulty and not accurate. Your best bet would be to get an electronic pH meter and a refractometer. The little float things at the parts store suck too. Good antifreeze should have a pH between 10-11 any higher is bad and so is lower. Antifreeze begins to cause problems when it degrades and the pH lowers thus becoming g slightly acidic. Glycol never goes bad it is the inhibitor package in the antifreeze that goes bad. Any antifreeze that leaves my work is 10.6 I find that to be perfect. You can purchase a decent pH meter for about $15-25 at a pool supply store let me also add that a higher pH usually means sca's are in the inhibitor a "heavy duty" coolant means that the inhibitor package has sca in it.
