Fuel Injection, 1988 F350. 460cid

Please help!

I have a 1988 F350 with a 460 Fuel Injected engine. I just bought this truck not running. Previous owner said fuel pump was bad. - It was and I replaced it. I have tons of spark. also lots of fuel to the fuel rails, but engine cranks but won't start. If I remove the air inlet hoses and spray gas into intake, truck will run. If I put a test light on the wires on the Injectors, ( ground to red and ground to brown?) I get a steady light from either wire even while cranking engine. I checked all fuses and they seem fine. How much pressure should I have to open the injectors? That's as far as I got, I've been out of the auto repair for over 20 years, so I guess I need help.
I welcome any help you guys can give me.

Fuel pressure has no bearing on when or if the injectors fire.. though you should see 38-45 psi with a few cranks of the key before the engine starts. Your fuel pumps don't run continuously with the key in the run position do they? If so then the PCM has crapped the bed, the pumps should run for a second or 2 then shutoff when the key is first turned to run.
If that's all good then the PCM isn't getting a pulse from the distributor to say the engine is rotating, so either the ignition module on the outside or the PIP module inside the distributor is bad.

I checked - the fuel pump DOES shut off after a second or two. I also checked the fuel reg and I'm getting fuel through the lines and back to the tank via return line. Does the Ignition Module send the signal to the PCM? or is it the PIP? The "check engine" light is not coming on when key is turned on, so I can't check codes. Also what could be the problem with the "check engine" light? Fuse? If so do you happen to know which fuse it is? And could the no light be part of the problem?

Getting cold here in Maine at night. Gonna start again in the morning.
