The low idle part (IMO) is the odd part...the higher idle should be part of the programming - high idle as the engine "choke" gets it steady, the releases and idles normally. I wouldn't worry about a short high idle...it's the low part that is the indicator of an issue.
You can crack the throttle 1/4 way and see if the engine starts more quickly. If it does, then it's the IAC. If it doesn't, it may be related to fuel pressure at the rail and you'll need to use a pressure gauge to investigate that.
Have you tried this? He's right on with this suggestion and it's not hard to do. If you are inclined to get a fuel pressure gauge, get one with a bypass on it to "load test" your pump.

I'm not going to get that deep into it. The most I will do is clean the IAC.
