Spring bolt. why does it need to reach the bottom of the axel hole

Of course no I can´t find the first source that gave me this headace. But when googling the centre bolt it more or less just confirms what you all ahve said and what I felt as more logical, that it shouldn´t bottom out just centre and guide the spring onto the axel during mounting and keep the shims in place.
But is I stumble onto the source again I will post it here for further discussions.

If you are talking about this statement:
"I also extended the spring pack bolt to make sure it was landing solidly in the axle."
They meant it has to extend into the hole enough to keep the axle from moving around. When using the shims (wedges), to change the caster of the front axle, you have to make sure there is enough bolt head to pass through the shim and into the axle hole. As was stated before, it shouldn't bottom out.
