I have had this issue for some time now. Where the engine cranking power is so low that it will barely turn the engine over (will not start). I have tried to jump it and it acts the same. Could it be that the starter has a problem? I have a 272 and a 292 and they both do the same thing. I'm using the same starter on both.

Has anyone seen this before?

Well,

It's most likely a starter motor or starter electrical circuit problem.

If the start motor is faulty, you need to either get another one or get that one rebuilt.

If the starter circuit is faulty, it could be the battery or associated connections including the ground wire, ground strap, start solenoid, or any connection associated with starter.

You'll just have to trouble shoot it.

A starter that's going bad will draw a lot of current, and do what you describe. So can a loose or corroded connection(s) at the battery terminals, starter, ground straps, etc. And if you're having any kind of starting problems and troubleshooting issues, you are torturing your battery! Put it on the charger every night till you fix the underlying, your wallet will thank you.

 

You say you have the same problem with two different vehicles? That is odd, but these have been around longer than most people posting in this thread. Time to check everything, including ground wires. Take everything apart, check resistance in the wires, clean until everything is spotless and then clean some more. You may be looking at a little here and a little there adding up to a lot as an end result.
BTW what do you set your timing at? Too much advance can make this happen but it's usually only when the vehicle is warm

 

In case you have a 6 volt system, using a 12 volt starter would cause that.

 

Look up "starter voltage drop test."
