Ill answer with a question lol
did the 38r come with an outlet that has the EBPV? if so theres 2 things you can do. Get a high flow outlet for it, and either straight pipe it or get a straight through performance muffler. I have a glasspack muffler, otherwise known as a "cherry bomb", and it sounds AMAZING. Its very close to straight pipe sound but with out the raspyness of the straight pipe, IMO.

Open your right-rear window when you drive (I sometimes do this). This is one of those things where the exhaust is aimed away form the driver and everybody but you gets the whistle. Hard surfaces on the passenger side (like a Jersey barrier, a bus, buildings, etc...) with the right-rear window open will give you the full effect.
I heard bfife's F550 with a 5" exhaust and a 38R and I had a hard time hearing his turbo... but that was one throaty sound. I like the whistle of the 4" exhaust.

With the 5" exhaust ya got plenty of room for a couple deer whistles in there.

Take that sucker on the interstate at about 80 on a cool day. It gets on my wife's nerves after a while and the sound system better be working. Hard to sleep through while driving at night but ahh the tradeoffs we make.
