No low end power. How can I check VGT actuator?

The only way I have ever seen a turbo have 0 boost is to be locked up. A bad vgt solenoid or stuck veins will cause low boost or long spool times, but not 0 boost.
The more common issues I have seen cause no boost is blown off CAC tubes, blown CAC side tanks or map sensor hose damaged or off. Those are the things I would check first. If nothing is found wrong with those things, I would pull the inlet tube off the turbo and check to see if the shaft will spin.
