How long did you crank on it to get it to start after the repair? What is the ICPV's at KOEO? Have you tried to start it with the ICP unplugged? What did the IPR screen look like after attempting to start it after the oil cooler was done?

Did you change the ipr screen? If not, did you clean the ipr screen. How careful were you keeping lint out of the oil cooler sump. It can clog the ipr screen. Always change or clean the ipr screen when doing an oil cooler. Then be surgically clean when changing the oil cooler.
I assume the gages you listed were while cranking. Your ipr is high ... meaning the ipr valve is commanded almost closed, yet still no hoop. Get the ipr voltage apt KOEO to see if the ipr could be bad. If it is, that could have been the problem all along.
If the ipr checks out, pull it and check the screen. There have been many posts reporting ipr damage from clogging the ipr screen and blowing the screen.

Ps, refill the last three or four quarts of oil through the oil filter housing after an oil cooler job and it will refill most of the up oil system and start up faster. You may have to hold the oil return port closed to keep it from draining into the engine. Others need to come in here to confirm this.

Can you clarify how you did the hpo leak test? Over 80% ipr is the only number needed sofar. 65-70% should yield around 3000 icp. if it's the ipr, a proper leak test should yield no change when the ipr is commanded closed.
Hopefully Benny didn't hit it on the head with his question about having lpo. That would be my VERY FIRST thing to check,, remote crank it and watch for gurgling oil in the oil filter housing. You can hold the black, spring loaded, button in the bottom of the housing to see how much flow, but just cranking it will flow enough oil to rule out a catastrophe.
