I found a 2013 F350 on a dealer's web page and printed the window sticker. There is an ITEM # field near the bottom of the sticker which contains a number, then O/T 1 SPECIAL ORDER.

What does SPECIAL ORDER signify? Could this mean the truck was specifically ordered from the factory for a customer who didn't complete the purchase?

yup, it was built to a customers specifications, not as a line built truck.

Mine says Special Order - also has my name at the bottom of the Options column.......

Says TAG 000X000 ... my name

I guess the "X' could mean x-plan since I went in on the x-plan from the beginning...
