what do you mean certify her? it has a tamper proof led display for the odometer, the only way the mileage would change is if someone swapped clusters, around here all of the fords of the generation are rusted, so check the wheel wells and the undercarriage for rust, also at that mileage i am 99.9999 percent sure that every part should be motorcraft

Certify like a Pontiac? How does that work. Around here when the seller signs the title over they have to certify "to the best of their knowledge" one of three things:
Odometer shows correct mileage
Odometer does NOT show correct mileage
Odometer has rolled over
That's the only certification you get round here. You can Ask the seller if they ever had it serviced and contact the service shop. They might be able to tell you the last known mileage.
Also look for wear on pedals and driver's seat. Shouldn't be any with 1900 miles.
