I leveled mine based on the carb plate so I think that causes a slight 3-4 degree tilt backwards. I believe this is also recommended for u joint wear as you want that type of opposite angle between the 2 ends of the driveshaft.
I was also told to place my engine as far back as possible for best weight distribution and handling although I don't know how much difference an inch or two makes. With Ford the front mount distributor is a plus for moving the engine rearward.

53OTM has it correct. Level the carb mounting surface when mounting the engine with the chassis sitting at ride height and angle. There is already a 3 degree angle built into the intake manifold. Place the engine as far reward as possible and still be able to service it (remove valve covers clear tranny dip stick, etc.).
