Rings, turbo
If its the rings there should be blow-by. Remove the oil fill plug and check it there, normal will be very little pressure, abnormal would be maybe like 3-4 psi.
Turbo you will need to check intake and exhaust side. Pull each off. Intake could have a little residue but not large amounts. Any in the exhaust side is bad.
I suppose valve seals/guides could also be a problem.

I had all six rings replaced about 3 weeks ago, at the time there was pretty high blow by, this engine has a tube aiming downward on the driver side of the engine that the dealer says is the blow by tube, it ran good and strong before and after the ring job, all of a sudden it started burning oil again, could it be the rings again?

We replaced all three rings in all 6 cylinders, just in case, three of the sixes top rings were broken, the cylinder walls were good not scuffed or scored, the blow by now is not as bad as before, but the oil burning is significantly more, now on the turbo, which tube is which? There is one big tube that comes off the air cleaner, and another that comes off the egr system, and one that connects to the exhaust pipe. Could a bad injector o-ring be the cause of this?

If the compression rings were broken, then the piston ring lands were worn excessively (too much side clearance) and they should have been replaced.
If there was any bore damage the engine should have been overbored (or bored and sleeved).
The Cummins B is considered a throw away engine in class 6-7 trucks.
A sleeved engine like the Navistar DT466 is preferred.
Sounds like you need a new mechanic.
