'98 Explorer water leak drivers side

I am having electrical problems and when looking around for broken wires I found my drivers side carpeting soaking wet, under the rubber floor mat. I got under the drivers side and looked for rust holes but couldn't find a way for water to get in. I got it dried out then washed the car and can see it's getting wet. It looks like it's dripping from behind the brake pedal. I want to check under the plastic cowl between the hood and windshield but I don't know how to remove it, can someone explain how to remove it? Thanks in advance.

according to my Haynes:

1: remove wiper arms

2: remove center screw which holds the two panels together

3: pull up on both panels together

4: remove washer hoses

installation is reverse of removal.

I got the cowl off

There was a screw I didn't see,drivers side ,center of windshield. Then clips is all that's left holding it down. I found a seam that was rusted and there was some old sealant that might be rotten and letting water leak in. After it's dry I'm going to smear some silicon sealant over the seam. It's in a tight spot though, won't be easy....My electrical problems might be caused by that leak,it's right over three large plugs on the fire wall just below the power distribution/fuse box. A bunch of the wires go through that accordion hose for the drivers door and a bigger bunch goes down the trough under the door sill....I would like to get to those plugs under the fuse box. Has anyone done that? It looks like the fuse box is in the way and it doesn't look like it would move much even if you unbolt the bracket it's mounted on?
