How to drain water separator/fuel bowl

I have used the fuel drain cable before so I know it worked but now its not.

I had water in my fuel tank from being flooded, im sure it got into the fuel bowl because the motor quit running. I just got all the old fuel/water out of the tank and now I need to get the rest out of the bowl.
I pulled the drain cable and moved the lever manually still nothing. Is there something stupid im missing? I know it worked at one point years ago but haven't used it in years so anythings possible.

If you loosen the lid that helps it drain. If you got a bunch of water in there, you better change the filter anyway.
