retract the boots?

Trying to change the pads on my 2003 F250. One of the boots is not retracting smoothly. Any recommendations?

I can't get the caliper to bolt back on and I think this is the issue.

caliper

If the piston is not retracting, rebuild or replace the caliper. You don't want to risk your safety on a bad caliper.
