AUTOLITE 4100 HELP

I recently rebuilt and installed an Autolite 4100, 1.08 (the big block model) on my hp Ford 300.

At 65 mph on the freeway when I go to pass there is barely any pedal left. Of course I will ck to make sure I'm getting full travel with the throttle, but can just about be certain I am.

Could a lower than recommended float level be a player in this problem? I also installed a fuel psi regulator b/c without the top on fuel was shooting past the needle and seat and flooding the carb. Any changes will be made one at a time, with test drive after each, before another change is made.

Also, I can't seem to get the secondaries to open. The air horn is the type with vacuum tube in one primary booster and one in a secondary booster. The p.o. had clamped the secondary v. tube closed. I assume that was to better facilitate the secondaries opening. Of course I replaced the damaged tube with an unclamped one, and now secondaries won't open. Should I close the secondary tube?
