Air Injection System Problem

Exclamation Air Injection System Problem

Hey, I'm new here.
I recently bought a 1993 ford f350 with a 460. Its had some issues but the one that's kicking my *** is the air injection system. For some reason the computer wants it to constantly pump air into the front of the cat, even after it gets to operating temperature.

THINGS IVE CHECKED:
*Air injection diverter valve- Put vacuum on it and it switches, yay exciting
*Air injection diverter solenoid- 12v switches on, closes cross way to port when no power. No leaks or anything.
*Vacuum line connections- Yup, all set up right
*Electrical- No shorts or resistance. thank god for easy access

THEORIES:
*Computer, worst case scenario. I got nothing else

Lastly, if anyone has any ideas please throw them out there. I need to know this so i can safely put a new cat on and finally pass smog. Thanks for your time and hopefully your help
