Unknown to Me Under Dash Bracket, Monkeyface?

Early 1949 F4, driver side under dash bracket: This bracket is installed between the cowl and the dash, factory welds. Extreme left side of the picture shows the dash instrument panel cut out. Right side shows the holes where the cowl to hood molding attaches from the top side. So what is it, assembly line lifting bracket? My guess is that Henry's boys would have figured out a cheaper way to do that.
Disclaimer: I've searched the parts illustration CD. I've made a search on here.

Ray, is that the mounting bracket for the parking brake handle of the F1 & F2?
