2003 6.0 no crank

my 2003 6.0 just died driving down the road. coasted into parking lot tried to restart nothing no crank or clicking at all. all the dash lights came on glow plug light etc but no crank. I have replaced the hpop icp, ipr. truck ran fine after that but then this issue started. also tried to pull codes with my sct tuner and my scan gauge 2 both power up when plugged into obd2 port but just say connecting and never connect. I pulled both the ficim and the pcm and they were put into another 2003 and the truck ran fine...... checked for chaffed wires till the cows come home and cant find anything. batteries are both good. any help would be greatly appreciated! thanks Mike

Are wires getting warm at the starter?

Try pulling the serpentine belt and see if it cranks.

Try unplugging the clutch fan and see if it will crank.

Have you tried starting it in neutral. Have you checked all of the fuses including the ones in the engine compartment on the drivers side?

From m-chan68 in a post on a similar problem:

The PCM is not supplying ground to the ground side of the starter relay for whatever reason. Start unplugging three-wire sensors under the hood, one at a time, until communication is restored to the PCM for the engine to resume cranking over again. I would start with the fan clutch wiring connector.

Sound to me like he's saying possible vRef short. Also check fuse 22 he mentions.

Here's the pin-out for the PCM. Check power to it.
