Need help with peeling paint job on bed

I had my bed side repainted on my truck about 18 months ago. Now the paint is flaking off all over the bed. The old paint that is under the new paint looks shiny and new I do not think they ever sanded it before they repainted my bed side. I would post pictures of my bedside but I am not computer savvy enough to get them in my post.
I would like to tackle this repair myself and need help on where to start. I am assuming that I will need to remove all the paint they put on that is peeling off.

Yes, you are very right.....before you start sanding, wash the vehicle with a strong solution of liquid dishsoap, then purchase either a paint degreaser or denatured alcohol (oiless) to remove any residual wax, oil, etc....it can actually be rebed into the paint through sanding and cause the new paint/primer to delaminate...I would visit my local auto-paint supply store & they will set you up the with the proper sandpaper, primer, paint, etc.
