Thickness of brake shoe material?

I am at a loss on why my brake drum won't turn(I am in the process of looking at the brake lines and cylinders) and I started to wonder if they weren't resurfaced with too much material. I don't really know if this is even possible but there appears to be a health amount of material on the front shoes currently. How thick should it be?
