Diesels rely on compression and residual heat for combustion, so until some heat gets built up in the cylinders, the fuel isn't burning 100%. Also on these PSDs, the injectors run off the high pressure oil, so I imagine the oil has to heat up a little to flow easier through the injectors. That's just my guess anyway

Both of the above answers play a role in the loss of power when cold, but the main reason is for safety. The PCM makes adjustments(such as timing) when cold because cold/thick oil cannot flow as well as warm oil through the HPO system, injectors, and everywhere else that relies on it. The PCM monitors oil temp via the EOT sensor and will adjust values according to the temperature. Once the oil is at operating temp you should have full power.
